From the project

CVBS2HDMI: composite NTSC to HDMI on a Tang Nano 20K, decoded in the FPGA (AD9280 ADC, open-source toolchain)

CVBS2HDMI digitises composite NTSC video (CVBS) with an 8-bit ADC (AD9280), decodes it in colour on the Tang Nano 20K's FPGA, and sends it to the on-board HDMI connector as 640×480p. There is no frame buffer. Everything is built with an open-source toolchain (Yosys / nextpnr-himbaechel / Apicula / openFPGALoader / Icarus Verilog); development was done on macOS.
