About the A2VGA.v2.1 PCB

A2VGA.v2.1 is an open source PCB design by Toysoft, published on GitHub under the MIT license. It is a 2-layer board measuring 65.5 × 79.8 mm, with 13 components from 10 distinct parts.

By type, the board carries 11 resistors, 1 diode and 1 capacitor.

From the project

This is a redesign of the Apple II VGA based on the PR2350 chip with 48 GPIOs (on Clintech Pico Board) which is 5V tolerant and hence no trinsceivers would be needed.
