Hardware Memory Engine — Local AI agent for programming microcontrollers

Stratum is a local AI agent for electronics, microcontrollers, circuit design, firmware generation and persistent engineering memory.

Current status: local release, 27 working features, 0 broken features, 2 experimental export paths, 1437 pytest tests passing.

External DRC (kicad-cli, KiCad 10.0.5) on a real synthesized board: 64 actionable violations, down from 121. Not manufacturable yet — see "Remaining external validation" below.
